here is a quote from Joe K1JT in rely to a recent query on the WSJT
developers list about outlier SNR reports:

Perhaps this is a good time to remind everyone that estimates of
signal-to-noise ratios for very weak signals *always* have an associated
(if unexpressed) uncertainty. When S/N is quoted in dB, this can have
important consequences.
In a stochastic (noise-like) process, experimentally measured values
will be scattered around the unknown "true" value; some will be pretty
accurate, some too high, and some too low.
Suppose a signal's true S/N (in the detection bandwidth) is equal to
1.0. In a series of measurements of that signal, some of the estimated
("measured") values will be close to 1; some will be higher, maybe as
high as 2 (or even more), and some will be as low as 0 (or even less).
These are *linear* values of S/N: estimated ratios of signal power to
noise power.
When the S/N is expressed in dB -- a logarithmic scale -- you quickly
see the problem. A perfectly plausible estimated S/N=0.1 means that in
dB, S/N_dB = -10 dB. At S/N=0 we get "minus infinity dB".
Some people think it's a big deal when they see a JT65 decode displayed
with an estimated S/N_dB of, say, "-30 dB". This is nothing more than a
statistical fluctuation of noise and an illustration of the nature of
logarithms.

Wolfgang, I am quite agree with Joe on it.
But for last test I did use simulated audio files where signal magnitude is set 35dB below the noise level. Hence it is matter of the simulator's accuracy.
I have already implemented/calibrated but may not open in JTDX full SNR reporting range from -35 to +35dB, as this range will be decoded as QTH grid square by JT65-HF software, it will take at least one year for this transition if authors of JT65-HF software will agree to put support for it now.
At least I have asked for this support: https://groups.google.com/forum/#!to...on/PbEbaq3rqwM
For -30dB SNR reporting I can calibrate SW to get +-1.5dB accuracy, for -31..35dB SNR it is approximately +-3dB accuracy, and from 0 to +35dB SNR I did calibrate SW to +-1dB accuracy.
SNR calibration is based on the simulated audio files.
BTW: WSJT-X does support full -50 to +49dB SNR range as report transmission and reception in the JT65 messages, but measured SNR being limited by software to -30...-01dB range. Main issue there is compatibility with the existing JT65-HF software.
Fully agree on the support for the full range of -35 to +35. It's a pitty, that anything higher -1db is labeled as '-1db'
Joe is a little bit reluctant to open this range. The EME people say it makes no sense, but for HF it is a requirement!
This sounds great - waiting for the 17.3 to test it :-)

"minus infinity dB" issue can be easily solved with workaround. While SNR itself is not a good idea to be used as signal report due to it's relative nature to the QRM, it is what we have got now and will continue to use for signal evaluation of JT signals in the nearest future.
