Intro: With this procedure it is possible to obtain a temporary operating permit for use while visiting / living in Taiwan R.O.C. As the situation here is undergoing some deregulation, these current rules and regulations may change quickly. Joe Fitter BV/N0IAT will try to follow up.
Under current condition, few western countries give Taiwan the diplomatic sovereignty that she deserves. Instead, the "one China" policy has made international ITU regulation a grey area. The end result is that such CEPT or Reciprocal License agreement can not be worked out directly with Taiwan since Taiwan lacks the needed diplomatic relations with other countries.

Paperwork needed:
- AN APPLICATION FORM
- PHOTOCOPY OF YOUR HOME COUNTRY AMATEUR RADIO LICENSE
- A PHOTOCOPY OF YOUR PASSPORT AND
- TAIWANESE VISA.
The best way to get a license:
THE CTARL (CHINESE TAIPEI AMATEUR RADIO LEAGUE) DOES ALLOW NON-TAIWANESE HAM OPERATORS TO OPERATE AS A "GUEST" AT ANY LICENSED BV AMATEUR RADIO STATION WHILE YOU ARE VISITING OR LIVING HERE. THIS IS AN *OPERATORS LICENSE* WHICH IS DIFFERENT FROM A *STATION LICENSE*. THE CTARL WILL HELP GRANT AN *OPERATORS LICENSE*.
SEND THIS TO THE CTARL FOR REGISTRATION -- THEN, YOU MAY USE YOUR HOME CALL SIGN WITH A PREFIX "BRAVO VICTOR PORTABLE". YOU MAY DO SO ANY TIME YOU ARE GUEST OPERATING AT THE QTH OF A LICENSED BV STATION. TURN AROUND TIME FOR THE AUTHORIZATION IS ABOUT 3 WEEKS, MAYBE LESS IF YOU FAX OR SEND THEM SOME ADVANCE NOTICE.

I hope some hams who visit Taiwan find this helpful. As of now, the CTARL has informed me that Taiwan has priveleges on all HF bands from 160 meters thru 6 meter band. There are plans to make a no code license in the future, but for now there is only 1 class of license and it includes the CW requirement.Владимир UN0LL
