Dear Vadim, Regarding the forwarding of QSL cards to Russia — the JARL is not refusing to accept cards addressed to Russia. However, since Jan 2022, Japan Post has suspended all types of mail services to Russia, including airmail and sea mail.
Because of this, JARL is currently unable to send any cards to Russia, and I believe they have accumulated a large number of unsent cards in storage. I’ve heard that JARL only sends out international QSL cards once a year, so if they miss the shipment window, it may result in delays of a year or more. Interestingly, postal items from Russia continue to arrive here without issue. So, cards sent from Russia to Japan are being forwarded normally by JARL to the respective stations. That means I can receive your card either via JARL or directly without any problem — but unfortunately, there is no way to send anything to Russia from Japan at the moment. It's quite a frustrating situation.
